The declaration of a state of emergency in the Tokyo metropolitan area was lifted on March 21, 2021.
Entry to Japan
As of March 25, 2021, only specially authorized persons and Japanese nationals will be allowed to enter Japan. According to the website of the Ministry of Foreign Affairs of Japan, if you have been in any of the following countries within 14 days prior to entering Japan, you will not be allowed to enter unless there are special circumstances. (However, this does not include cases where you are only transiting through the relevant region.)

Current status of sporting events in Japan
With the lifting of the state of emergency declaration, the maximum capacity for holding events will be limited to "5,000 people or 50% of the capacity, whichever is greater" or "10,000 people, whichever is less."
